Usmanov will buy in for half of Blue Heaven Holdings and they'll run the club together, when the time is right, I suspect all that is stopping it is to finalise the funding deal for the stadium with the council.

Moshiri/BHH now for the first time has a controlling stake, Bill was not going to let this happen until the stadium was set in stone so why is he doing it now?

Or just to throw this conspiracy theory in which is similar to your last statement, Moshiri didn't have the funds to do this until a cheque cleared from one Mr Kroenke and this is why it has happened now...

Just checked mate - as this only happened today and the IOM registry is manual, it is unlikely that the charges will be removed (if they bother) for 2/3 weeks.
